If it makes you feel any better I bet it was cat. I've had the privilage of cats spraying in our basement. Once one does they try to battle it out over teritory.
Ahh, the smell of pee pee in the laundry room. takes me back to 1999 when we bought a condo in Brookline, Mass and the laundr was in the basement and not only did some ASSHOLES let their dog roam free in the basement when they were too damn lazy to take him outside, but they let him pee and crap all over the basement too! What nice neighbors! I miss them.
