I can't say I have ever been winked at, other than in the course of an inside joke or something between friends? I have never had a stranger just wink at me? Perhaps it is not something women do to men? Probably I would feel uncomfortable if another man winked at me. Not sure what I would do, or if I would even notice if anyone did though?
I say the best thing is to stare back. It's like "Excuse me!' I'm given you attitude. Regardless of the hotness factor. It's fun to challenge the other person.
